On or about January 17, 2018, Alleged Perpetrator 2 (AP2) spoke in a harsh manner to Alleged Victim (AV) causing him/her emotional distress. AP2's actions are considered emotional abuse. The facility failed to provide a safe environment which violates Oregon Administrative Rules.
