APS is assigned due to AP neglecting AV as defined in OAR 4110200002(1)(b)(A)(i) by failing to provide AV the basic services and personal care, causing AV's beard to be covered in dried, crusted food debris, needing to be shaved twice with an electric razor and again with a regular razor in order to get it all out, causing AV a serious loss of personal dignity.
