APS is assigned due to AP neglecting AV as defined in OAR 4110200002(1)(b)(A)(i)(ii) by failing to provide AV with the basic care and services needed by leaving AV sitting barefoot and in wet pants after spilling h/h juice for over an hour, while AV was crying causing AV a serious loss of personal dignity.
