Findings
On or about August 1, 2019, An unknown person, Alleged Perpetrator #2 (AP2) took three pills belonging to the Alleged Victim (AV). AP2 is responsible for theft of medications, which is considered financial exploitation and constitutes abuse. The facility failed to protect AV's medications from theft. This failure is a violation of Oregon Administrative Rules.
