The Alleged Perpetrator failed to provide safe medication administration to ensure the Alleged Victim's (AV) medications were administered as ordered. The failure placed AV at risk of harm, which is a violation of resident rights, is considered neglect of care and constitutes abuse. The facility failed to ensure safe medication administration which is a violation of Oregon Administrative Rules.
