Findings
According to documentation, the Alleged Perpetrator 2 (AP2) was verbally abusive and used profanity toward the Alleged Victim (AV), causing him/her unreasonable discomfort. AP2's actions are considered verbal/emotional abuse. The facility failed to protect AV from abuse, which is a violation of Oregon Administrative Rules.
