Findings
Alleged Perpetrator 2 (AP2) verbally and emotionally abused Alleged Victim (AV) when AP2 used profanity towards AV while acting in the role of caregiver for the facility. AP2's action is considered verbal abuse. The facility failed to provide a safe environment for AV which is a violation of Oregon Administrative Rules (OAR).
