Findings
On or about December 17, 2019, Alleged Perpetrator 2 (AP2) entered Alleged Victim's (AV's) room when AV was not in his/her room. AP2 went through AV's belongings, taking a ring. AP2 was seen on video recording taking the ring and when confronted admitted to taking AV's property. AP2's actions are considered theft and constitutes financial exploitation. The facility failed to protect AV from financial exploitation which is a violation of Oregon Administrative Rules.
