- Around the beginning of December 2019, Alleged Victim (AV) and Alleged Perpetrator 2 (AP2) were flirting a lot. AV made sexual comments towards AP2 after AP2 would make hints at AV. Around the same time AP2 was going in/out of AV's room at night when AP2 was not scheduled to work. On or about December 17, 2019, AP2 said she/he found AV attractive and she/he wanted to get AV "out of here" so AP2 could see what he/she was working with. On or about December 26, 2019, AP2 reached out to AV asking AV to meet AP2 at a pizza parlor. AV left the facility at 3:30 pm. AV did not provide any details about his/her departure or planned return. AV went to the pizza parlor and met with AP2. AP2 had reserved a hotel room nearby and asked AV if he/she wanted to join AP2. AP2 and AV spent December 26th through December 30, 2019, in the hotel together. During their time together they engaged in sexual contact. AP2's actions are considered sexual abuse. The facility failed to protect AV from sexual contact which is a violation of Oregon Administrative Rules.
