Findings
On or about January 10, 2020, Alleged Victim (AV) was self administering his/her narcotic pain medication, at which time the facility took over administering AV's medications. Alleged Perpetrator 2 (AP2) signed out AV's narcotic pain medication nine (9) times from January 10 through January 12, 2020, on the controlled substance sheets. None of these instances were documented as administered on AV's medication administration record. AP2's actions are considered financial exploitation and constitutes abuse. The facility failed to protect AV from financial exploitation which is a violation of Oregon Administrative Rules.
