The facility failed to provide a safe environment when the Alleged Victim (AV) eloped the secure unit. The failure resulted in AV being gone an undetermined period of time and was later found in another building, placing him/her at risk of harm, which is a violation of resident rights, is considered neglect of care and constitutes abuse.
