according to documentation, the Alleged Perpetrator 2 (AP2) borrowed money from the Alleged Victim (AV) on three occasions, and paid AV back for two of them, still owing $70. AP2's actions are considered financial exploitation and constitutes abuse. The facility failed to protect AV from financial exploitation, which is a violation of Oregon Administrative Rules.
