- Alleged Victim (AV) has a diagnosis that impacts his/her physical abilities and movement and requires staff assisted with activities of daily living. On or about January 30, 2020, Alleged Perpetrator 2 (AP2) entered into AV's room while AV was still sleeping. AP2 began to bark orders at AV to "get up now," that "AV takes too long and everyone knows it," and AP2 "didn't have time." AP2 partially assisted AV to get dressed but eventually left AV's room, leaving AV dressed only in his/her underwear. Later the same day, sometime between 12:30pm and 12:55pm, AV hadn't received his/her lunch tray, an hour after lunch was served. AV approached AP2 on two occasions about lunch. AP2 responded negatively and blamed AV stating "what did you do with it!" AP2 delivered AV's meal tray at approximately 1:15pm by "tossing" it onto a said table without any fluids. AP2 proceeded to be unfriendly towards AV when AV requested something to drink with his/her meal. As a result of AP2's behavior AV was tearful, visibly shaken up and upset after interacting with AP2. AV reported that AP2's behavior made his/her feel like a "sack of potatoes" and "not a human being." AP2's actions are considered verbal/emotional abuse. The facility failed to protect AV from verbal/emotional abuse which is a violation of Oregon Administrative Rules.
