An investigation determined the money was taken by Alleged Perpetrator 2 (AP2) and AP2 is responsible for theft of property, which is considered financial exploitation and constitutes abuse. The facility failed to protect AV's property from theft. This failure is a violation of Oregon Administrative Rules.
