- Alleged Victim (AV) had a known history of giving staff money to purchase items for his/her. The facility had a policy stating only certain staff were authorized to accept money from a resident to make purchases on their behalf and staff were not allowed to accept gifts or money from residents. On or about February 5, 2020, AV gave Alleged Perpetrator 2 (AP2) money to purchases items on his/her behalf. AP2 accepted the money, left the facility and did not return with items for AV or return AV's money. AP2's actions are considered financial exploitation and constitutes abuse. The facility failed to protect AV from financial exploitation which is a violation of Oregon Administrative Rules.
