- Alleged Victim (AV) had money go missing from his/her room. An investigation determined that Alleged Perpetrator 2 (AP2) took AV's money without AV's permission and is responsible for theft of AV's property, which is considered financial exploitation and constitutes abuse. The facility failed to protect AV's property from theft. This failure is a violation of Oregon Administrative Rules.
