According to documentation, the Alleged Perpetrator 2 used physical force by pushing, poking and grabbing the Alleged Victim (AV) during an altercation between 2 residents. AP2's actions are considered physical abuse. The facility failed to protect AV from abuse, which is a violation of Oregon Administrative Rules.
