Findings
The facility failed to follow Witness 1's (W1) care plan and provide supervision and to be redirected away from other residents. The failure resulted in W1 attempting to kiss and inappropriately grab the Alleged Victim causing him/her unreasonable discomfort, which is a violation of resident rights, is considered neglect of care and constitutes abuse.
