Findings
On or about early June 2020, Alleged Perpetrator 2 (AP2) spoke in a harsh manner to the Alleged Victim leaving him/her feeling embarrassed and suffered emotional distress. AP2’s actions are considered emotional abuse. The facility failed to provide a safe environment which violates Oregon Administrative Rules.
