Findings
Alleged Perpetrator 2 (AP2) took an inappropriate video which included the voice of the Alleged Victim (AV) while he/she was under distress requesting help from staff. AP2 admitted to to taking a video in the facility, but said he/she didn't feel it was inappropriate as it didn't show AV on the video, however, because AV could be heard yelling on the video and AP2 was laughing, this created a loss of resident dignity and it was a violation of resident rights. AP2's actions caused a loss of dignity to AV, which is a violation of resident rights and constitutes abuse. The facility failed to assure resident rights, which is a violation of Oregon Administrative Rules.
