Alleged Perpetrator 2 (AP2) spoke inappropriately to the Alleged Victim on multiple occasions as observed by other staff. AP2's actions are considered verbal and mental abuse, which is considered neglect of care and constitutes abuse. The facility failed to protect the resident from verbal abuse, which is a violation of Oregon Administrative Rules.
