- Alleged Victim (AV) requires staff assistance with medication administration. On or about May 1, 2020, Alleged Perpetrator 2 (AP2) began marking administration of AV's as needed narcotic medication. AP2 recorded twenty four doses in the May medication administration record and one in the June medication administration record. AP2's documentation records twenty seven doses in the narcotic book, 21 doses in the medication passing detail, once in progress notes, and once when AP2 was not actually working. AV and staff deny that AV has pain requiring oxycodone, and AV denies taking any pain pills. AP2 denies diverting AV's oxycodone but could not explain the documentation discrepancies. AP2's actions are considered financial exploitation and constitutes abuse. The facility failed to protect AV from financial exploitation which is a violation of Oregon Administrative Rules.
