Findings
Alleged Perpetrator 2 (AP2) made inappropriate verbal comments towards the Alleged Victim (AV). AP2 admitted to "standing up" to AV, however, this action resulted in emotional harm to AV. AP2’s actions are considered verbal and emotional abuse. The facility failed to protect AV from inappropriate verbal comments made by staff and the failure is a violation or Oregon Administrative Rules.
