Findings
The facility and Alleged Perpetrator 2 (AP2) failed to protect the Alleged Victim (AV) from Emotional and mental abuse. AP2 inappropriately spent time with the AV touching, holding hands and spending an inappropriate amount of time in AV's room when not necessary. AP2's actions are considered neglect of care and constitutes Emotional and Mental abuse. The facility knew of this issue, tried to require AP2 not interact with AV, however, AP2 still interacted with the AV. The facility failed to protect AV from Mental and Emotional abuse, which is a violation of resident rights, is considered neglect of care and constitutes abuse.
