- Alleged Perpetrator 2 (AP2) verbally assaulted and belittled Alleged Victim (AV) by giving AV "the bird" hand gesture, causing AV to have anguish, distress, fear, unreasonable emotional discomfort, loss of personal dignity, or loss of autonomy. AP2's actions is considered verbal abuse. The facility failed to provide a safe environment for AV which is a violation of Oregon Administrative Rules.
