Findings
On or about September 14, 2020, Alleged Victim (AV) was yelling at facility staff members. Alleged Perpetrator 2 (AP2) attempted to assist with deescalating AV however in that process yelled at AV. After the incident AV appeared to be in distress. AP2's actions are considered verbal/emotional abuse. The facility failed to protect AV from verbal/emotional abuse, which is a violation of Oregon Administrative Rules.
