Findings
Alleged Perpetrator 2 (AP2) verbally abused Alleged Victim (AV) when AP2 used profanity in a conversation within AV’s hearing and referred to AV by inappropriate names, which resulted in significant emotional harm to AV. AP2's actions is considered verbal abuse. The facility failed to provide a safe environment for AV which is a violation of Oregon Administrative Rules.
