According to documentation, Alleged perpetrator 2 (AP2) used inappropriate language toward the Alleged Victim (AV) and in his/her presence. AP2 actions caused unreasonable discomfort and a loss of personal dignity to the AV and his/her actions are considered Verbal/emotional abuse. The facility failed to protect AV from verbal abuse, which is a violation of Oregon Administrative Rules.
