Findings
Alleged Victim (AV) received a birdfeeder from his/her family member to hang outside of his/her window. Alleged Perpetrator 2 (AP2) went to hang the birdfeeder for AV but was informed by the maintenance staff that it could not be hung up due to it possibly attracting other animals. AP2 notified the family member and put the birdfeeder in the activities closet for storage until family could pick it up. Some time had passed and AV's family had not picked up the birdfeeder. AP2 took the birdfeeder home without authorization from the family or facility. AP2's actions are considered financial exploitation and constitutes abuse. The facility failed to protect AV from financial exploitation which is a violation of Oregon Administrative Rules.
