Findings
The facility failed to provide a safe environment for Alleged Victim (AV) by failing to provide enough staff to properly care for AV. An investigation determined that Alleged Perpetrator 2 (AP2) was rushed when providing care to AV due to lack of staff to provide assistance. The facility's failure is a violation of resident rights, is considered neglect of care which constitutes abuse. The allegation that AP2 neglected AV was investigated and determined no wrongdoing by AP2.
