Findings
The Alleged Victim (AV) had his/her credit card stolen and used over a number of days. The credit card was taken by Alleged Perpetrator #2 (AP2), an unknown individual and this person is responsible for theft of property, which is considered financial exploitation and constitutes abuse. The facility failed to protect the AV's property from theft. This failure is a violation of Oregon Administrative Rules.
