Findings
The facility and Alleged Perpetrator 2 (AP2) failed to protect the Alleged Victim (AV) from verbal abuse according to AP2's aggression and demeaning behaviors. According to documentation, AP2 was verbally abusive toward AV and his/her actions constitutes abuse. The facility's failure is a violation of resident rights, is considered neglect of care and constitutes abuse.
