- The Alleged Victim (AV) takes pain scheduled pain medication and also as needed pain medication. On average, AV took approximately 15-17 as needed pain medications May through July 2020. The Alleged Perpetrator #2 (AP2) started working at the facility July 25, 2020 as a medication technician. During the months of August, September, October and November of 2020, AV averaged 63 as needed pain medications per month. AP2 was suspended from the facility on December 7, 2020, and AV's average as needed pain medication reduced to 16 pills per month. AP2's actions are a violation of resident rights, are considered neglect of care and constitute financial abuse. The facility failed to protect AV from financial abuse, which is a violation of Oregon Administrative Rules.
