The facility failed to provide a safe medication administration system for Alleged Victim (AV) when facility removed AV from his/her C-PAP machine without a doctor's order which caused AV unreasonable discomfort . The facility's failure is a violation of resident rights, is considered neglect of care and constitutes abuse.
