Alleged Perpetrator 2 (AP2) made an inappropriate gesture towards the Alleged Victim (AV). AP2 admitted to having training regarding abuse of residents. AP2's actions are a violation of residents rights and is considered emotional abuse. The facility failed to protect AV from emotional abuse by staff and the failure is a violation or Oregon Administrative Rules.
