Findings
On or about January 9, 2021, Alleged Victim (AV) was in the dining room when Alleged Perpetrator 2 (AP2) attempted to administer AV’s medications. AV was being uncooperative to AP2’s request which resulted in AP2 having an inappropriate interaction with AV. When interviewed AP2 did not deny the incident took place and reported that he/she was frustrated. AP2’s actions are considered verbal/emotional abuse. The facility failed to protect AV from verbal/emotional abuse which is a violation of Oregon Administrative Rules.
