Findings
On or about December 17, 2020, the Alleged Perpetrator #2 (AP2) took the Alleged Victim's (AV) ATM card and used it on multiple occasions without permission of AV. AP2's actions are a violation of resident rights, is considered neglect of care and constitutes financial abuse. The facility failed to protect AV from financial abuse, which is a violation of Oregon Administrative Rules.
