According to documentation, Alleged Perpetrator 2 took a video of the Alleged Victim (AV) sitting on the toilet with his/her pants down, and posted it to social media, which is a violation of resident rights, is considered neglect of care and constitutes abuse. The facility failed to provide a safe environment, which is a violation of Oregon Administrative Rules.
