Findings
On or about December 26, 2020, the Alleged Victim (AV) complained to staff that the Alleged Perpetrator #2 (AP2) made an inappropriate sexual comment to him/her and later grabbed his/her behind and propositioned him/her for sex. AV was made to feel unsafe and terrified. AP2's actions are a violation of resident rights, are considered neglect of care and constitute sexual abuse. The facility failed to protect AV from sexual abuse, which is a violation of Oregon Administrative Rules.
