Findings
Alleged Victim (AV) has a medical condition that restricts his/her breathing. On or about March 7, 2021, Alleged Perpetrator 2 (AP2) came into AV’s room to check on his/her oxygen machine. AP2 picked up the oxygen tube to AV’s breathing machine and acted as if he/she was going to bend it and made a comment of “I have your life in my hands”. AV reported been scared. AP2’s actions are considered neglect of care, verbal and emotional abuse. The facility failed to protect AV from verbal/emotional abuse and neglect of care, which is a violation of Oregon Administrative Rules.
