Findings
On or about early March, 2021, the Alleged Perpetrator #2 (AP2) took a credit card from the Alleged Victim's (AV) room after AV had passed away. AP2 proceeded to use AV's credit card in various locations over 3 days. AP2's actions are a violation of resident rights, is considered neglect of care and constitutes financial abuse. The facility's failure is a violation of Oregon Administrative Rules.
