Findings
Alleged Perpetrator #2 (AP2) and the Alleged Victim (AV) engaged in an exchange of words where AP2 was flailing his/her arms, getting red in the face and was very loud when speaking to AV. AV was fearful of AP2 due to this behavior. AP2's actions are a violation of resident rights, are considered neglect of care and constitute verbal abuse. AP2 allegedly failed to provide medication to the AV as ordered. An investigation determined no Alleged Perpetrator #2 wrongdoing or abuse occurred in this allegation. The facility failed to protect the Alleged Victim from verbal abuse, which is a violation of Oregon Administrative Rules.
