According to documentation, the Alleged Perpetrator 2 was cursing and antagonistic to the Alleged Victim during a verbal altercation and his/her actions are considered verbal abuse. The facility failed to protect the AV from verbal abuse which is a violation of Oregon Administrative Rules.
