According to documentation, the Alleged Perpetrator 2 used physical force against the Alleged Victim (AV) during cares, and is reported to have slapped the AV after being kicked. AP2's actions are considered physical abuse. The facility failed to protect the AV from physical abuse, which is a violation of Oregon Administrative Rules.
