Findings
The Alleged Perpetrator 2 (AP2) spoke inappropriately to Alleged Victim (AV) during care for him/her as care planned. AP2's actions caused a loss of dignity to AV, which is considered neglect of care and constitutes abuse. The facility failed to protect AV from verbal abuse which is a violation of Oregon Administrative Rules.
