Findings
Alleged Victim (AV) relies on the facility for safe environment. On or about September 11, 2021, AV went out of the facility with Alleged Perpetrator (AP2) in AP2 personal vehicle, which is against company policy. Upon the facility investigating the violation of company policy it was discovered AP2 engaged in romantic kissing on more than one occasion. AP2 actions are considered sexual abuse. The facility failed to protect AV from sexual abuse, which is a violation of Oregon Administrative rules.
