Findings
The Alleged Perpetrator #2 (AP2) failed to administer Alleged Victim’s (AV) controlled medications as ordered. AV was receiving two narcotic medications for pain and headache. Tramadol, and Hydrocodone. AV started refusing Tramadol on or about September 23, 2021, because it made h/h itch. On or about October 08, 2021, AP2 signed out one (1) Tramadol. AV reports she did not receive Tramadol. AP2’s actions are a violation of resident rights, are considered neglect of care and constitute financial abuse. The facility failed to protect AV from financial exploitation which is a violation of Oregon Administrative Rules.
