Findings
Alleged Victim (AV) relies on the facility for his/her care. AV has a diagnosis which results in confusion and not understanding. AV has history of behaviors and shouting when agitated. Alleged Perpetrator 2 (AP2) has been verbally aggressive, and verbally abusive by using threatening, harassing, and intimidating language towards AV. AP2 actions caused AV significant emotional harm and constitutes verbal abuse. The facility failed to protect AV from verbal abuse, which is a violation or resident rights, is neglect of care and constitutes abuse.
