Findings
Alleged Perpetrator 2 (AP2) failed to provide a safe medication administration system when s/he took narcotic pain medication from the Alleged Victim (AV). AP2's actions are considered financial exploitation which constitutes abuse. The facility failed to protect AV from theft which is a violation of Oregon Administrative Rules.
