Findings
Alleged Perpetrator 2 (AP2) and Alleged Perpetrator 3 (AP3) took medication from Alleged Victim (AV) while working as a facility employee at time of incident. AP2's and AP3's actions are considered financial exploitation which constitutes abuse. The facility failed to provide a safe environment for AV which is a violation of Oregon Administrator Rules.
